SUBJECT; Exhibits Branch Activities Report Ending 31 December 1948

1.Production and Distribution

  1. Fifty sets of the silk screened exhibit Modern Education consisting of twenty-four panels each were completed for distribution to Military Government.
  2. Ten copies each of the kami-shibai Hachi-san, The Rickshaw Man, Two Villages and The Goal produced by the League for Democratic Political Education were mounted and captioned in exhibit form.
  3. Thirteen exhibits were loaned for showing to Japanese audiences. These included Local Government to the Shichi-Ken-cho Boy Scouts for two weeks. Education in America and Democratic Organization to the Eighth Middle School of Tokyo for one week, Decoration of British Pottery. Education for Young Children and Towns and Cities to the Sakurada primary School for one week. 4-H Club to the SCAP CIE Information Center, the CCD Offices in the Central Post Office, and the CCD Offices in Kanto Haiden for two weeks each, Modern Education to Education Division,CIE and Tomin Bunka, the Citizen's Public Hall in Ueno for two weeks each, British Trade unions to the Kyodo News Offices in Hibiya Hall for two weeks and Strength of a Nation to the GHQ Motor Pool for two weeks.
  4. The kami-shibai Two Villages mounted in exhibit form is being displayed at the Shirokiya Department Store at an exhibition of kami-shibai sponsored by the Kami-shibai Association.
  5. Two-hundred exhibits pictures were released for publication. These included five of labor organizations, five of industrial design, one of agriculture, six of storage and shipping, three of flying farmers and twenty-five of housing and community planning to the National Museum, five of livestock to the magazine "Livestock," one of nursery schools and nine of indoor sports to the journal "Nippon Education," four of forests, six of labor organizations, six of cooperatives, eight of stores and services, sixteen of railroads, ten of United Nations, fifteen of Hawaii, two of Puerto Rico, eleven of youth organizations, one of general recreation and two of dancing to the Hiroshima Publishing Company, five of industrial objects, four of automobile industry and two of farms and farm people to the journal "Industry," five of livestock to the magazine "Wakai Nogyo," three of women in industry to the newspaper "Women's Democratic News," seven of 4-H clubs to the magazine "Farmers' news" and one of labor organizations and two of elementary education to the journal "Youth."
  6. The following reports on exhibits attendance were received;
    1. Kyoto Military Government Team reported that Farming in America was displayed at Fukuchiyama Agriculture Exposition and a series of farmer meetings for five days with an attendance of 30,260.
    2. Shiga Military Government Team reported that Home Life in America was shown at Nagahama South High School, Otsu Public Hall, Hino Public Health Hall, Hikone Municipal Library and Kusatsu High School with an attendance of 4,221.
    3. Shiga military Government Team reported that Leisure Time in America was shown for sixteen days at seven different schools with an attendance of 5,714.

2. Guidance

  1. In a poster submitted by the Finance Ministry at the suggestion of ESS to show the use made of Japanese taxes and to contradict the rumor that some 70% goes to pay the coat of the occupation, the exhibits officer pointed out that the breakdown of percentages for Japanese activities was so detailed (2% to 11%) that comparison made in any given category to the occupation cost (22%) would be unfavorable. Suggested that the caption "Do You Know Where Your Tax Money Goes?" be changed to "This is the Good Use Made of Your Tax Money."
  2. Recommended additional minor changes in a poster submitted by The Price Stabilization Acceleration Head quarters which was disapproved last week. 200,000 copies of this poster will be produced urging consumers to report blackmarket practices to the Price Surveillance Committee.
  3. Reviewed a poster to be produced by the Election Management Committee on Electioneering Regulations. Suggested cuts in production cost by reducing color runs from four to two and recommended news print type paper be substituted for more expensive poster since the period of usefulness of these posters would be approximately two weeks.
  4. In a forty page illustrated pamphlet of farm rents submitted through the General Affairs Information Officer of which 250,000 will be produced, the exhibits officer noted that although much emphasis was given to results the Meiji Government had in reducing the farmers' lot, the effects of the recent war are barely mentioned in spite of the fact that much of the strain the farmer feels today in lack of textiles, tools and run down soil is the result of war time neglect. Recommended that this presented excellent opening for working in the War Guilt program. Suggested that by slight revision of pamphlet design adaptations could be made for opaque projector slide use.
  5. Reviewed layout and captions for Industrial Design book to be published by the Industrial Art Publishing Company (Kogei) composed of 120 exhibits pictures.
  6. Reviewed a nearly completed exhibit on life of American Children in order to check on interpretation of facts and presentation. The exhibit is being produced by the National Museum from 190 exhibits photographs and facts taken from the SCAP CIE Information Canter sources, to be displayed for two months at the Museum along with American children's books.
